Taiwan's Regulations Governing Water Recreation Activities require scuba divers to hold a certificate from a domestic or foreign diving organisation, and anyone taking customers diving to be a qualified instructor, with no more than eight scuba divers per instructor at a time. Operators must also carry liability insurance.
